Tower is currently cheap with regard to price-to-sales when compared to the Asian counterparts (e.g., TSM, CHRT, etc.) that already own state-of-the-art fabs. Couple that with the fact that Tower's revenues should increase dramatically once they possess state of the art fab(s), and you might understand the possibility of Tower being a multi-billion dollar company in the making.

In addition, do not neglect the specialized technologies Tower has developed that puts them in a unique position. For example, you may recall Dr. Harari pointing out the superiority of Tower's microFLASH over that of SSTI's embedded memory solution, on the recent joint SNDK/TSEM conference call.

Tower sells at roughly the same price per share as SSTI

It is a rookie investor's mistake to compare price-per-share, without consideration of the number of shares outstanding (the product of the two being the market cap).

Tower is going for something SSTI will likely never own...a state-of-the-art fab servicing all of Israel and Europe, providing an alternative to the Asian foundries.
