It sounds like the Governor wants to selectively prevent some groups from contributing but allow others. The ACLU reports had some interesting analysis on the tendancy of restrictions in one area leading to excess spending in another. It's the overall money level that needs to be addressed because that's what leads to non stop fund raising and corruption.

One of the best reforms Gore is proposing is improved disclosure. First, he would propose legislation requiring Washington lobbyists to publicly disclose information on all of their activities - such as the names of officials to whom lobbyists have contributed and the specific meetings they have attended to discuss legislation. Second, he would challenge the Congress to post this information every month on the Internet, so that all Americans could see information on those trying to influence their representatives.
That doesn't stop the bribes, but it makes it clearer who is paying for what service.
