not as insignificant as you may think...infact, the Russian's long standing alliance with their brethren Serbs was at the very root of European inaction on the matter. In the instability of the Russian political landscape, Serbia was feared to be the spark that could bring the old guard back to power in a newly reforming Russia....that said, the Kosovar mission was mostly a humanitarian one...and it took courage on the part of Clinton, in light (once again) of (rather shameful) European inaction...
