The cost of a highly rated sophisticated tv show is a small fraction of a campaign. The cost is often raised by saturation advertising, buying up all possible slots to prevent the opponent from having a voice. Proposals such as Gore's Provide Candidates Targeted in Issue Advertisements with Equal Air Time: and Support Television Time for Democracy: at least attempt to prevent exclusionary purchases of commercial time. This expensive ploy would cease if it's effectiveness were reduced.
