Re. Iridium's spectrum. I think the license is limited
to a specific use: mobile satellite communications.
Any change requires an FCC petition that may or may
not be approved. It is also true that there is
a use condition for license renewal (spectrum not
in use is normally taken back by the FCC when the
license expires).
