He will not be in charge I have no doubt that President Gore's initiatives will vary some according to which party controls Congress. If it is the Republicans, the momentum will be on the tax cut part of the equation, if the Democrats it will be more on some programs. He will in the end play to his core constituency. This the the new Democrats (neolib if you will). They are socially liberal and fiscally conservative. They overwhelmingly place paying off the debt as top priority and the President will follow. TP
