education reforms implemented in Texas
To understand this study one must realize that the programs that Governor Ann Richards began to distribute funding to school districts in ways other than local property tax has allowed Texas to move from nearly the worst schools, to just pretty bad. It has taken a few years for the effects to be reflected in test scores. I applaud the acheivement.

The public schools in my township are some of the finest schools in all of Penna.Have to be careful when you compare scores from standardized tests that have never been a reliable indicator of future success.
