the "creation" of the Internet happened between 1962 - 1969
Arpanet was never referred as Internet until 1982 when it was divided into a military and civilian network. This is what Gore did. The military always opposed general civilian use of it's Arpanet, so Gore pushed for the funding and setup of parallel military and civilian networks. The civilian version of this network is what we now know as the Internet.
