The Gore campaign with its appeal to populist issues like the prescription drug benefit was set up by the Clinton state of the union message. He called on Congress to enact certain programs with knowledge they would not do so. This set up the platform for Gore to run on. Gore cleverly did not disclose his plan until his acceptance speech when he needed the momentum. It is easy to see the Clinton strategy in the Gore campaign. Gore learned to campaign from a master politician. Bush now has an uphill battle.
