Larry, include TSEM... Why do you want to include Tower? Because: (a) a large part of Tower's business is with regard to non-volatile memories; and (b) thread members have raised the issue of whether SSTI and/or SNDK will prove to be superior investments over TSEM. If indeed you are reluctant to include Tower in the portfolio challenge, does the reason have anything to do with the possibility that your HAL TA program will likely have poor capability in evaluating TSEM's potential price movements?
