Paul, thanks for the link. I am pretty optimistic about IBAS, especially with their market position in China linking it to the rest of the world. The PR coming out of IBAS and other independent sources has indicated that the switch to packet switched (IP based) from circuit switched (ie dedicated link) will continue to grow. Along with this switch, the quality of service issue remains the highest priority.
IBAS has been building out infrastructure (Cisco powered) and seem to be getting the quality of service issue resolved. They also seem to have some good telecom partners lined up.

I am not invested too heavily here, but do have confidence in this issue. One other thing, a secondary was priced out at about $70/sh. then the stock tanked. Not sure that that ever went thru considering the stock went down to its current levels.
