I am trying to understand why it is possible to find closed end funds in Australian bonds, and others that include issues of Brazil, Venezuela, Russia, and so forth--and hundreds of them in US government bonds--and why one cannot find a European bond fund --either denominated in Euros or else invested in a basket of German, Swiss, French, etc. bonds.

I at least cannot find anything. Are there laws to prevent currency speculation that make it impossible to offer such a fund?
