Now that you explained it, he certainly has a legitimate strategy. Now the question is application of the strategy which appears to me to be much tougher.

What first comes to mind is appropiate candidates may not be around at all times. Most people have the tendency to want to put their money to work immediately, not tomorrow or next week or next month, etc. With that strategy, there will be times when one needs to sit on their hands, which is harder to do than say.

If I had to guess, there will be the most number of candidates when the market/sector has corrected or flat over a relatively long period of time, but these type of corrections have been few. OCT 98, last SUMMER(flat) and this spring. Of course not all CUP with HANDLE candidates will occur during this period, but a cooperating market also helps and increases the probability. As a side note, some will say that the correction in 98 was fast, but there were certain sectors like the FPP/CYC which started selling off in MAR/APR and bottomed way before OCT.
