The answer to your question is in the last sentence of the last paragraph of the article. The SOI technology is supposed to become the quid pro quo standard.

When they refer to IBM's SOI technology, it is the same technology as IBIS has. IBIS was funded in large part by IBM, though I do not know the details.

IBM may be co-owner in the technology with IBIS collecting on more than just implanter sales.

I don't know. I've been asking myself the same question about the bulls.
