It's probably not a currency play. Yen rates may be near zero but when you hedge that liability into the dollar you wind up with US interest rates. If you don't hedge you have large exchange risk.

What I suspect it is is a straight sales concession. Also there are always angles on these leasing deals and you don't wind up saving what they claim. Fwiw I leased a Ford Taurus about 12 years ago. They were offering 4% leasing when US rates were much higher.
