If the market looks so risky, why is there now an increase in initial public offerings? I would argue that if the market looks strong enough for more IPO's, then the established companies like QCOM are also apt to benefit. The news about China reconsidering CDMA may also inject some additional interest into QCOM shares, especially if the Senate doesn't delay in passing the bill granting China permanent normal trade relation status.
