So is it one, or is it many, or is it both? There is evidence that the "true" active structure of neurons is actually their microtubules. These are nanoscale structures consisting of a few atoms of width but very long width. Recent research in this area shows that the axons of neurons are actually bundles of these microtubules, all part of a very complex cytoskeleton . In one study, the measurement of these suggests that they may be quantum-level transmitters and receivers. This allows for action at a distance without the need for electromagnetic fields that would be measurable and would suggest that they can't be shielded. It is possible that very small, low period cycles (on the order of brain waves) are related to a sea of quantum fluctuations in time-space. Is this the "sea of consciousness?" This is very speculative, but possible. These structures seem to oscillate at an exponential growth rate at which point they "burst" and go back to zero oscillation. The "burst" is an electro-potential burst. Their lengths are possibly very long. The interesting thing is that they go "idle" when people are anesthetized. I've been under general anesthetic and I remember the distinct sense of "not existing" for the duration of the operation. Time and space did not matter or exist. So if, and this is a big if, these neural transmitters work at the quantum level as some suspect, we could all part of a very low intensity, low fidelity internet in which action and thought could work across distances.
