It was worse than that. Breaux thought he had Clinton's word that this was a deal he would support. That's why he went out on the limb and proposed it. Clinton screwed him like he screws anything if he feels it's in his interest.

Breaux proposed bipartisan federal healthcare initiatives that were rejected by Clinton/Gore because they wanted to use healthcare as an issue in the election.
