A great example is home schooling.
It is you who aren't understanding. The federal government has very little role in school. You are chasing the phantoms that Bush & Co. are putting out. Even though Bush's record in Texas was dismal, at least as a Governor he could try to affect educational programs. The only substantial program at the federal level is subsidised lunches for poor children.

Second, spelling bee's and the geography tests are rote memorization. That is a usefull skill but far secondary to logical thinking. I've written before that I moved locales to insure access to good schools, but that is just another indication that it was a local issue based more on income differentials than any other factor.
