You assume too much in saying that the states are unfit to play a more prominent role in policy. Actually, local balance is a desideratum. For example, a poor community, in need of jobs, can afford less stringent environmental standards. A wealthier community can afford more stringent standards. It is a question of tailoring priorities more efficiently. Minimum standards can still come from Washington, to ensure that there is no abuse.......
