Gary, QWEST does not transmit voice through all-IP network either at the core or at the edge.

Besides the companies I mentioned all claim to route voice bits through the PUBLIC INTERNET.

Internet Telephony is NOT the same as IP (Internet Protocol) transmission method. Yes I am sure QWest uses IP transmission techniques.....does that mean they are doing Internet Telephony through the public internet? Absolutely not. QWest routes voice using IP transmission method through their PRIVATE DEDICATED network and even then I am sure they overlay ATM to ensure certain QoS and overcome other shortcomings of IP for voice traffic.
