Intelligence work is piecing together pieces of a puzzle and then making educated guesses, for the most part. I had a friend who was a CIA Soviet analyst. He spent a good deal of his time reading Pravda and Izvestia, as well as field reports and satellite intelligence, and trying to make sense of it all, while others did the same. A lot of what he came up with (that he could talk about, of course) was already "out there": that Gorbachev was a sincere reformer, but the question was how long would he survive; that the breakup, past a certain point, was pretty much inevitable, because there was neither the will nor the military means to prevent it; that the Caucusus, and particularly Chechnya, would eventually blow. Who knows about what he couldn't talk about.......
