First, Yugoslavia was not in the Soviet sphere. Second, Slovenia seceded without much fuss, and the war in Croatia, though fierce,was relatively brief. Bosnia was altogether more of a mess, but we were in no position to impose a peace, and the parties were not ready to negotiate. Clinton himself, incidentally, ignored it for a couple of years, when, arguably, we should have been more forthright in supporting the Muslims. You are quite mistaken, in any case, in saying that Clinton was bequeathed a quagmire that was preventable. He stepped in when the division of the country was practically complete, and there were patrollable lines separating the factions. In the beginning, neighbor beset neighbor, and it would have been impossible to keep anything near peace without heavy American casualties. Third, it is possible that Bush should have acted in some manner, but more likely that Clinton was the one with culpable foot dragging, when it became clear that Serbia was providing substantial support to one side, and Croatia was getting drawn in, and the Muslims were taking help from radicals. Fourth, the business in Africa had nothing to do with the Cold War........
