I see what you meant now. Volker raised rises to wring out the inflation. Much of the inflation occured in the late 70's and early eighties. After the great inflation in the early eighties...rates pretty much declined...except for a few blips. One of which was a cause of the stock market crash of '87.
OTOH, at no time in the eighties were interest rates anywhere near historical lows.
Now, if you would just come to your senses about the political baloney...it's mostly baloney.
