John, I think the stereotype you gave is off the mark and not of much use for predicting China's approach to CDMA and 3G. It was a 90% negative stereotype which shows it's totally off the rails! I've heard that even some non-Chinese don't admit they are wrong and do everything to cover mistakes. Some non-Chinese remember wrongs for their whole lives [and even pass the story down the generations].

A more accurate stereotype to use is the stereotype of authoritarian people. The 50th celebration of the Communist Revolution was reminiscent of Nazi rallies [but with a bit more colour - which was perhaps more a function of having colour tv rather than black and white 'newsreels']. But any stereotype won't be too much help. Best to deal with them as they show up on the day of negotiation and discussion.

Okay, this is off topic [other than a guide to how China might act on CDMA 3G spectrum and rollout].

I was amused by your "5000 years of constant warfare" causing Chinese "loss of innocence". Can you name some group of people anywhere on the planet which has not had 1 million years of constant warfare, both internecine as well as inter-tribal? It is the history of evolution. It is only in the past century that some semblance of civil order has become the rule rather than the exception.
