Maybe I'm misreading the tone, but it sounds to me like both those papers are whining about the real power belonging to entities not under UN control. I may be completely wrong, but it seems that the G8 is treating the UN like a benefactor would treat a homeless waif -- spoil them kindly, but don't really let them into the family. Gosh, what a shock that is; the 'welfare mentality' extends to international relations. It looks as if the "interesting times" curse has taken hold. jim
