In the industry, I believe that 100% utilization is equivalent to 100% of the amount of production you expect to be able to schedule through your plant -- bearing in mind expected maintenance down time, etc. If things are going well, and you're pushing hard, you can exceed 100%. Break downs more serious than planned for, or lack of orders, or whatever and you'll end up under 100%.
