Now that Bush has Powel, Schwartzkof, and Cheney on his arm, has he been able to come up with an explanation of how he can help the military while proposing less than half the funds of Gore? Not to mention that Bush has overspent his budget by 1.3 trillion while Gore maintains a rainy-day surplus. Is this going to another creative proposal, maybe let the citizens buy insurance against foriegn attack?
