Border Capital Corp. Appoints Eamon Hoey as New Chairman

VANCOUVER, Sept. 15 /CNW/ - Border Capital Corp. (CDNX:BOP - news) - Mr. Ottavio Boffo today announced that Mr.
Eamon Hoey has been appointed the Chairman of the Board of Directors of Border, succeeding Mr. Boffo. Mr. Boffo intends to
devote more time to his other
business interests and personal matters. However, he will continue as an active director of the company.

Commenting on the new Chairman, Mr. Boffo said, "We are pleased that Mr. Hoey will assume a more active role on our Board. We
are confident that with his
promising skill set and proven track record, Mr. Hoey will provide the kind of leadership needed to take our company to the next
level."

Mr. Hoey was an active director of TeleBackup Systems Inc., a publicly traded supplier of enterprise data storage management
software. Mr. Hoey participated in the creation of significant shareholder value when TeleBackup was sold to Veritas Software
Corporation. As Chairman, Mr. Hoey will lead Border's management team, drawing upon his business experience as a leading
strategist in the North American telecommunications industry. Commenting on his expanded role as Chairman, Mr. Hoey said, "I am
looking forward to working with our current Board of Directors to turn our iTVgames(TM) business plan into an operational
success."

Border Capital Corp. develops technology for the US$128.6 Billion world lottery industry (Source: LaFleur's 2000 World Lottery
Almanac, Eighth Edition, cited
for World Lottery Sales in Calendar Year 1999). Border's technologies include games designed for distribution on conventional online
or offline government lottery distribution systems, broadband Internet and interactive television systems. On August 30, 2000,
Border's shareholders approved a name change for the company to iTVgames, Inc., subject to regulatory approval.
