Maybe mentioned elsewhere but in my opinion, the reason for the decline in the rate of growth of cell phones is that with 3G and bluetooth / net enabled phones just around the corner, a certain percentage of users may be holding off any new purchases. With market penetration as high as it is in some markets, the upgrade volume is a significant part of the total sales. In the end I think that this will force the makers to speed up rollout of new services and thephones to use them, which will be good for the rest of the industry (including PCs).
