I'll gladly wait for engineer to chime in, but the obvious differences for infra ASICs(being easier) would be physical size and power consumption. If you notice, it takes a hell of a long time for handset makers to go from van-sized devices to something that fits in your hand and doesn't leave a tatoo.

NEC has license for Infrastructure ans Subscriber equipment - not ASICs.
