There are some attributes of the power companies that are really interesting: Their possession of rights of way into every structure; their increasing mastery of fiber networking; and, of course, their electric power. Consider the notion of colocating outside plant resources, of which power is always a must. A careful plotting of selected real estate parcels (easements, huts, towers with base building control rooms) could result in managed facilities centers for sharing resources (and cost) that could consolidate power, wireless (partially), and optical amplification stations in an orchestrated manner.

Anyone coming up with such a plan to serve the multiple upper-layer service providers would really have something. All service providers look to save in all of these areas, and they suddenly become un-shy about with whom they share the same roof. Or in the case of wireless, the same sky.
