I think this is an "urban myth" that people invent in order to exaggerate the point they are attempting to make. I've seen it again and again from all spectra of the political rainbow. In its simplest form we can describe this behavior as: "I can't convince you with mere rhetoric or indignation, so I will lie and create a 'real life' example of the effects of the acts of which I complain."
