Simple.

Maybe too simple for you - since I already told you.

Intel has 1 0.13 micron fab for development - which then becomes a PRODUCTION fab - D1C.

Add to this THREE BRAND NEW 0.13 micron Copper fabs CONCURRENTLY UNDER CONSTRUCTION - Rio Rancho, Octillo, Lexlip - and all three will require a slew of 0.13 micron stepper-scanners as well as a ton of other equipment.
