Beginning Oct. 1, SBC, which has a broad plan to offer digital subscriber line (DSL) connections to consumers and businesses called "Project Pronto," will resell Covad DSL connections both in and out of the Baby Bell's 13-state region. Covad will receive a guaranteed $600 million in revenue over six years.

I believe this is indicative that SBC and COVD have settled their dispute, and IMHO it was the smart thing to do since there is plenty of pie to go around. SBC will let COVD have enough of the pie such that $600 million in revenue is guaranteed. SBC will be a reseller helping COVD to get customers, SBC will collect rent on the copper from COVD, and COVD will be charging the end consumer for the service.

3mo's ago went to a small business site here in N.J. Morris County. They were a computer small business. They had covd do the installation of the dsl. They had wstl modems installed by covd and were very happy with the set up. Covd did a good job installing. Dsl was not available from Bel ATl. ( now verison ) I asked why? Was told by people at Bell that they had to lease lines to the smaller companies to meet FEC regulations. I.E. covd before they could offer DSL. Called Verison today and ordered DSL. Was told they were using wstl(DMT) and efnt modems but had so many complaints about efnt modems that they were only offering wstl's now exclusively. wstl modems were free with a year contract on DSL. They were very happy with the wstl external modems. Sounds like the baby bells are meeting reg. guide lines to lease lines to the smaller players for fed. competition reasons. They are throwing off the truck roll outs installation etc. and coming in after the small players.
