Greywolf, Ever work on or with subs (with that moniker?). That's why OPEC feels no great compunction to lower oil prices too much. The UK can lower its oil prices unilaterally tomorrow- by 76% if it so chooses....

Look for similar and a lot heavier taxes on oil from the Gore Administration if elected....
