Planning Director Killed in Kosovo

PRISTINA, Yugoslavia (AP) - NATO-led peacekeepers and U.N. police in
Serbia's Kosovo province were searching Tuesday for gunmen who shot and
killed an ethnic Albanian town planning director as he returned to his house
after a meeting.

Rexhep Luci, an architect and director of Kosovo's planning and
reconstruction department, was found on the stairway of his apartment
building late Monday in the provincial capital, Pristina, peacekeepers'
spokesman Maj. Tim Pierce said. He had multiple bullet wounds to the chest.

Troops set up checkpoints around the city to search for up to four people
whom eyewitnesses said fled the scene in a dark-colored car. The motives
for the killing were not immediately clear.

Luci had been involved in a U.N.-led process to demolish illegally
constructed buildings in Kosovo.

Officials in the U.N.-governed province have launched tougher inspections on
rampant construction of housing across Kosovo. A series of demolition
orders were issued this month.

U.N. officials said the inspection process would not be slowed by Luci's
murder.
