Johnson is dead, politically. He's termed out, as you mention, but his national stand on legalization of drugs has pretty much made him a pariah among established politicos.

He'd catch even more grief from legislators slobbering after money from the National Gov't if he supports Otero County in this. He has nothing to lose politically, but he still lives in the state and may not want to try to do battle on more than one front. The drug legalization issue is his main passion. I've been part of efforts in the past trying to get him to make a stand against the Forest Service, and he's a very reluctant warrior in that regard. The Forest Service is a very dangerous enemy.
