borrowing can be good or bad.
And most of Reagan's borrowing was bad. Rebuilding the antique battleships just to make his heart flutter when he remembered his old movies. Spending trillions on bank deposit insurance only to spend it again when the next bank failed. Spending more to fund secret wars around the globe.
so most of the Clinton Era was not real prosperity
It takes time to recover from the foolishness of the dozen previous years. Prosperity has been growing and getting better all the time. Things can continue getting better if Bush's advisors don't have another go at the public till.
