Well, it doesn't really have to do with lack of conviction, but with not being proficient in "wonk speak". The sort of things Samuelson complains of are staff problems, mainly. They are supposed to help translate the ins and outs of position papers into easily articulated points. It is not a question of "not thinking", but of not being a technical policy sort of person. I think he will manage. By the way, a recently posted article said the Bush got 1260 on his SATs, if I remember correctly. Since they recentered the test, that would equate to about 1300 or 1360 in current terms, and, of course, they did not permit the use of calculators back then. Anyway, at the time it would have been above the 90th percentile, although I am not sure how far above.......
