absentee ballot
In Texas the polls are open for two weeks before the election. The absentee stations are placed in the major shopping malls. You can go to any one of the stations, there are ballots for each precinct at the stations and all you need is a photo id, or you can register while there. There is no requirement that you think you will be absent it's open to all voters as a way to reduce the lines on election day.

Perhaps Cheney never shops?
