Cavaney said it has been a quarter century since the country broadly debated its energy policies and, while they may have been satisfactory for those times, ``we have a very, very different world today.”

These days, he said, the U.S. energy infrastructure β€œis eroding in an alarming way.”

For the U.S. oil and natural gas industry, Cavaney said, a new national energy policy should, at a minimum, include four significant changes:

-- Greater access to oil and natural gas resources on U.S. lands both on and offshore to reduce American reliance on foreign oil imports, and gain greater environmental benefits from increased use of natural gas;

-- An end to unilateral sanctions that deny U.S. companies access to overseas oilfields that are open to competing producers of other countries;

-- A more balanced approach to environmental regulations that also takes into account the energy and consumer needs of the nation; and

-- Expedited permitting for the construction and modernization of refineries, pipelines and other facilities that will increase U.S. energy supplies and production.
