Wording was that the Korean government "proposed" this. Any article I saw did not make any reference to SKT accepting the proposal. One article stated that either of the technology choices could be made (under relaxed rules) and the technology choice would be non binding.

SKT offered that to the govt, not the other way around as you thought.

Samsung's argument is strong - they lead the world in CDMA, why drop it in favor of a still undefined WCDMA. SKT's desire to have the larger market WCDMA is based on the incorrect assumption that 1) All current GSM players will transition to WCDMA and 2) There will be a viable WCDMA product available in 2002ish.

DoCoMo is pretty shrewd. They know they improve the odds of having a WCDMA product available if they increase the number of Telecos waiting on it. Kind of the good money after bad thing. Many will not be able to admit they bought the Emperor's clothes and will push hard to get a product from the producers - any product.
