US seeks permanent diplomatic representation in Sudan

KHARTOUM, Sept 13 (AFP) - The United States is seeking to
establish permanent diplomatic representation in Sudan after having
withdrawn its diplomats for security reasons four years ago, the
Sudanese said Wednesday.

State Foreign Minister Ali Abdel Rahman Nimeiri quoted US charge
d'affaires Raymond Brown as saying in a meeting here Wednesday that
his country planned to establish such representation, the SUNA news
agency reported.

While residing in the Kenyan capital Nairobi, Brown has been
paying frequent visits to Khartoum to run the US embassy, much as
his predecessor Donald Teitelbaum did earlier this year.

Brown, according to the Sudanese official, said his country "is
willing to maintain serious dialogue on all issues of dispute with
Sudan."

He also said the US is willing to bolster efforts to find peace
in Sudan and to continue with its humanitarian assistance to the war
victims in the south.

The US diplomat was cited by Nimeiri as saying his country was
seeking through its Khartoum embassy staff to acquaint itself with
Sudan's affairs and establish "a constructive business relationship
with Sudanese officials."

The US government moved its Khartoum embassy staff to Nairobi
for security reasons about four years ago, although the ambassador
used to visit the Sudanese capital once a month to maintain a
presence.

He stopped the visits amid an upsurge in fears over security in
the aftermath of the bombings of US embassies in Kenya and Tanzania
in August 1998, which triggered a US missile strike on a Sudanese
pharmaceutical plant.

Washington alleged the plant was producing chemical weapons and
was linked to the mastermind of the embassy bombings. Sudan denied
the allegations.

The embassy here had been maintained by Sudanese staff until
April when Teitelbaum began regular visits following groundbreaking
diplomacy in March and government overtures to the West.
