I think we are actually all saying similar things on the WLL topic.

WLL has really turned into a billing service.

If you use a wirless/cordless phone at home, you are billed at a wireline rate.

If you use it elsewhere, you are billed at the cellular rate.

With the right technology (with GPRS, or using cell site location parameters, features that may be required for E911), this feature might better be called, Location Sensitive Billing (LSB).

WLL in Brazil is a typical case of niche play. 'Mirror' companies have ANATEL's contractual obligations to fullfil and wire new subscribers is tough.

In developing countries you have a mafia of cable builders with entrenched interests they have since the time they built for stateowned enterprises with inlflated prices.

If you're a new comer we have to do your best to by pass those guys and complete your roll out. WLL come in handy for that. We build DECTlink in Indonesia because of those hurdles.

Mexico I don't know for sure, but that being a developing countries it may share many aspects of Brazil and Indonesia.
