It would be stupid to even take expanding bullets to a range. Why spend the extra money when wad cutters, semi wad cutters and FMJs will do targets.

One category of "cop killer" bullets was banned federally in '93, the teflon coated bullets. They were mainly for target practice. Funny they were called "cop killer", no police officer was ever shot with one.
