Perhaps the big companies reviewing tests for large scale installations have to go through a budgeting process. It could be, even though test results are strong (as far as return on investment), money has to be allocated. For calendar year companies that might not be until next year.

Just going by the press releases. Rollouts of technology always start slow. Because of the competitive advantage issue, no major announcement can be made related to these rollouts until at least a few stores are up and running and it becomes apparent to the competition what's happening. Additionally, there's the budgeting issue. IT departments can't spend tens of millions of dollars at the drop of hat, regardless of the payback. So, if money wasn't initially budgeted for this year, then it gets budgeted for next year and that's when installations can really take-off.
