On the table is proposal to converge LAS-CDMA with 1xEV.

China succeeds in establishing a "state of the art" 3G National Standard that works, ready in 2001 (the proposal suggests a need for Q's algorithms).

QCOM effectively "partners" with China, creating an Asian axis that places NTT on the defensive. All Asia is influenced by China's (largest potential market) gravitational force.

With convergence, wCDMA mode (3 modes - 1 standard) would probably be locked out of China. Converged standard could logically become the Asia Standard for 3G evolution, with NTT odd man out.

HDR(1xEV-DO,1xEV-DV) component of converged standard would strengthen the extension of QCOM "core" IPR by over a decade - as with 3G3's Harmonization that could lead to HDR in Europe.

Makes sense that news from China will not come till meeting in Seoul as well.
