Delphic, I've been in and out of RBAK myself for small change. The TA looks good but price hasn't followed yet, which means it could be setting up for a move, maybe. It's pushing up against it's 40 and 20 day moving averages, which look to be about 139-140. Perhaps waiting for a close above these before getting in might be an option. But Rbak is range bound right now between 128 and 150.

And SCMR looks like it has a similar situation. TA is setting up but it's below the 20 and 40 day around 135, which is also roughly where it needs to reverse it's downtrend. A buy between the 20 and 40 can provide a nice entry for a longer swing-type hold. SCMR just tested it's 200 day yesterday.

Other than that I don't know why they are not keeping up. Perhaps because they did not drop nearly as far as the bargains we have been loading up on this week.
