I, too, would presume that Chuck Phillips, is attempting to enhance his image among the analysts that cover ORCL. He has stiff competition among Shilakes and Sherlund, but Phillips has been pretty much on top of ORCL to rank up there as #1 or #2, IMHO. Also consider not what Chuck does for his own image, but that of his firm's. If Chuck is "on the money" he will certainly make the firm's clients very happy, which is what an analyst's job is all about.
